Freshman Norfolk Virginia Delegate Algie Howell Jr. has introduced a bill at the urging of outraged constituents. These folk are deeply offended by this new fangled habit the youngin's have of wearing low slung pants with exposed underwear riddin' on over the top. Delegates have approved a measure that would allow police to assess a $50 fine on anyone who exposes their below-waist underpants in a "lewd or indecent manner."

I don't care about the look one way or the other, but some women I've seen need to be told they are a) over forty and it looks silly. B) They are just too big.
